City finance staff told the Ways and Means Committee the city will begin billing residents in advance for bulk trash pickup beginning Aug. 4. Michelle Boyer said the change means invoices will be sent before items are collected rather than after. Committee members asked about situations in which a resident pays and an item placed out for pickup is taken by a third party before city crews collect it. Finance staff said the city will reimburse residents in those circumstances: if payment was made by credit card the Public Works department can initiate a reimbursement through the credit-card vendor (myGov) or submit a check request; staff will mark the transaction as an uncollected item to document the claim. The rollout was described as an operational change rather than a formal policy vote; staff asked for public feedback during implementation and said they will monitor issues related to the new billing timing.
