Brentwood’s Board of Aldermen voted July 21 to amend the city zoning code and to approve a conditional-use permit for a computer-training and technology education center at 8513 Manchester Road. The board approved the text amendment (Bill 65-61) by a 7-1 vote and the site-specific conditional-use permit (Bill 65-62) unanimously, 8-0.
The ordinance amends subsection E(2) of section 400.1375 to allow “business schools and computer and management training with computer training facilities” as conditional uses in the Manchester Corridor (MC) district for parcels under one acre. The board then approved a conditional-use permit and site-development plan allowing Bitcoin Bin Crypto Club, doing business as Bitcoin Bin Crypto Club/BBCC Technology Education Center, to operate a membership-based, educational facility at 8513 Manchester Road.
City planner Whitney (Planning and Zoning staff) told the board the Planning and Zoning Commission recommended the code change and reviewed the site plan; she said the commission’s recommendation was favorable (the record shows an affirmative recommendation by the commission). Whitney explained the proposed text change was intended to classify computer training separately from general office uses and that the measure is limited to parcels under one acre to prevent larger campus-style schools in the corridor.
Applicant Greg Garland described the center as a place to offer in-person classes and community education about blockchain and cryptocurrency. Garland said the club operates a network of similar locations and that the Brentwood site would be chiefly educational: “We want to educate people, take the fear away and show them primarily how to deal in this through self custody safely,” he said. Garland told aldermen the club has membership and online content and expected most local visits to be small; he said he has observed “a large walk up curiosity” at other clubs but that typical on-site counts would be low.
City staff and the applicant described several conditions the city will enforce as part of the permit: a legally recorded cross-access agreement to provide rear access to adjacent properties; additional landscaping required by the site development plan; compliance with Brentwood’s sign code (any comprehensive sign plan would return to the city for review); no long-term RV parking on the site; and an expectation—based on the applicant’s operational plans—that typical on-site occupancy would be small (the applicant estimated no more than about 10 people on-site at a time). Whitney told the board the applicant’s proposed hours are 10 a.m. to 8 p.m.
Aldermen asked about parking and signage. Whitney said the site has roughly 17 on-site spaces available to the tenant and that the conditional-use permit requires the cross-access agreement so adjoining parcels retain circulation even if ownership changes. Garland said he owns a small utility van that may be present on site and denied plans for permanent RVs or painted promotional vehicles. He also said the organization is structured as a private-membership association and that it does not provide licensed financial advice.
On procedure, the applicant asked the board to consider both the ordinance change and the permit on the same night because the matter had been before Planning and Zoning multiple times and the applicant said timing was important to finalize a lease. Aldermen debated that request; the board agreed to hear and vote on both items the same evening.
Bill 65-61 (the text amendment) passed 7-1 (Alderman Tice voting no; Aldermen Plovka, Goad, Sims, Lochmiller, Gould, Harder and Erger recorded yes). Bill 65-62 (the conditional-use permit and site-development plan for BBCC at 8513 Manchester Road) passed unanimously, 8-0. The ordinances will take effect per normal charter timelines.
The city clerk will publish the new code language and the recorded cross-access agreement will be required before the applicant begins site improvements. The applicant said he intends to remain in Brentwood to answer follow-up questions as the project proceeds.
