Maplewood, Mo. — The City Council on Aug. 12 approved three public-safety procurement items requested by city staff: a purchase of duty and training ammunition for $15,714.88, a five‑year lease-to-own agreement with Axon Enterprise Inc. for 17 Taser 10 conducted energy devices totaling $129,061.80, and an intergovernmental agreement allowing the department to use the Center for Advanced Skills Training in Law Enforcement for range and scenario training.
Councilors voted by roll call to approve Resolution 25‑36, authorizing the ammunition purchase, and Resolution 25‑37, authorizing the five‑year Axon lease. During discussion, a council member asked how long the ammunition supply would last; the police representative answered “1 year.” The Axon lease was described at the meeting as including batteries, software upgrades, cartridges and instructor training; staff said the lease is divided into five payments and covers maintenance and training components as part of the agreement.
Council members asked whether the currently used X26 devices are discontinued; staff said X26 production has ended and parts and batteries are no longer available. Staff also explained that the Axon lease includes training (including VR training noted in staff materials) and that the department expects the devices and support to be valid for at least five years. The intergovernmental agreement for the training facility is structured as a pay‑as‑used arrangement and will allow the department to use a larger outdoor range and scenario rooms as they become available.
All three items were approved by recorded roll-call votes; staff noted the ammunition purchase would supply duty and training needs for about one year and that the Axon leasing arrangement consolidates hardware, software and instructor training into a single contract. The training facility agreement will allow expanded range training beyond the department’s current arrangements.
