94 Force Main posted for bid; Jackson Street and Langston upgrades nearing completion

Funding for the 94 Force Main will be a mix of federal grant dollars and city funding, staff cautioned. A staff member said the EPA grant operates on a reimbursement basis (spend then apply for reimbursement), while ARPA dollars are currently on hand for immediate use. Staff told the committee the Meadows Force Main will receive a corporate grant of about $200,000; staff also estimated the city’s share for the 94 Force Main could be in the range of $800,000, though final obligations will depend on actual bid results.
On timing, staff said Jackson Street work was expected to be finished the following Monday as part of sidewalk coordination, and that Langston Street replacement has already improved local pressure and eliminated leaks. The presentation also noted additional unidentified leaks were discovered during service transfers and were repaired.
Staff described the 94 Force Main scope as critical to both relieving pressure on undersized sections of the system and to unlocking commercial and residential development. Staff also summarized a larger, roughly $3.3 million corridor connection the engineers identified (B to 94), which staff and consultants have pitched to state legislators as a candidate for state funding; staff said the lobbying effort is ongoing and that the project could create significant system capacity if funded.
The committee heard that the 94 Force Main advertisement and the Jackson Street sidewalk project have both been put out to bid and that final funding allocations will depend on bid results. No contract awards or formal board approvals were taken at this meeting. Staff said they will share bid results and final project budgets when the openings and evaluations are complete.
