The Board of Aldermen authorized a $10,000 early‑completion incentive for contractors bidding the Jackson Street concrete improvements project as part of a resolution considered at the meeting.
City staff said federal work to replace sidewalks and stormwater and to update a water force main has been completed, and the city is seeking contractors to finish the concrete portion. To encourage completion before cold weather, staff proposed a flat $10,000 incentive that would pay in full if the contractor finishes by Dec. 1 and would be reduced on a sliding scale through 5 p.m. on Dec. 15; no incentive would apply after that date.
Staff said anticipated sidewalk construction costs are about $250,000 per engineer estimates. They also explained the city lacks sufficient in‑house manpower and is therefore soliciting bids rather than doing the work with city crews. The board approved the resolution and recorded the ordinary affirmative votes during the roll call.
City staff said they will post the bid on regional contractor lists, including Springfield Contractor Association resources and the Springfield Blue procurement portal, to expand the pool of bidders. The incentive structure is intended to get mobilization and finish before cold weather degrades concrete workability or requires rebidding in spring.
The board’s approval authorizes staff to include the incentive in solicitation documents and proceed with the bid process; final contract award and execution will follow the bid opening and standard procurement rules.
