City planning staff notified attendees April 3 that Olivette intends to adopt the 2021 International Code Council (ICC) building codes, effective July 1, 2025.
A staff representative explained the city is currently using the 2015 codes and that many peer cities have moved to the 2021 cycle. "By state statute, we're required to provide, at least, I think it's a 90‑day notice," the staff speaker said, and staff has posted notice of the upcoming adoption on the city website. The city will treat permits submitted before July 1 as governed by the 2015 codes; permits submitted on or after July 1 will follow the 2021 codes.
Staff also said the city's building‑permit fee schedule will be amended alongside the code update; the fee schedule had not been amended since 2015. Staff encouraged developers and residents to check the published comprehensive plan summary and the full plan on the city's website for context about how code and ordinance updates align with the city's vision.
The commission did not take formal action on the notice; staff presented the adoption timeline as informational and urged applicants to plan permit submissions accordingly.
