Resident asks Olivette to clarify and enforce exterior-lighting rules to prevent light trespass

Todd read the ordinance language (identified as Article 6, exterior lighting, Section 4 to 8.61) and asked whether those regulations apply only within the Olive Boulevard corridor or across the entire city. She said many St. Louis County cities have ordinances addressing light trespass and that Olivette either lacks a citywide standard or is not enforcing the rule in some areas. She described a case where a business's lighting has shone into a neighboring house for at least two years with no apparent resolution.
"I'm just asking you to protect the health of all of the citizens and enact and enforce an ordinance against light trespass," Todd said.
City staff did not provide a response or a timeline for follow-up during the public-comment segment; the matter was presented as a request for clarification and enforcement.
