Emerson representatives said the containers would store stainless steel enclosures, frames and other non‑hazardous components for temporary deployment during summer maintenance and power‑plant outage seasons; the company proposed painting the containers a neutral color to match the building.
Commissioners considered three options presented by staff: limit to the four containers proposed in the original petition; allow up to eight containers (option 2); or approve a general allowance so long as the containers were out of view and screened. After discussion the commission voted to recommend option 2 — authorization for up to eight containers — but noted that any significantly larger concentration should return to the commission for further review.
The motion directs staff to forward an ordinance and schedule the required public hearing before City Council; staff said the item will be placed on the council’s agenda for a future meeting and that a public‑hearing notice will be published per the normal schedule. The vote was unanimous 4–0; commissioners noted the site’s large lot size (about 12.65 acres) and that nearby industrial properties already use outdoor storage in fenced enclosures.
Direction to staff included confirming whether containers sit on existing pavement or concrete aprons, whether tie‑down or foundation requirements apply, and ensuring paint/ color and screening details are included in the council packet. The commission did not require additional screening for the up‑to‑eight‑container recommendation but signaled screening or a return appearance would be appropriate if Emerson seeks more than that number.
