Lot 3 retail tenants moving forward; Lot 5 hotel plans submitted to planning staff

City planning staff told the council Aug. 26 that work on Lot 3 (retail/restaurant shell) is progressing and that proposed tenants are preparing permit applications. Drone footage taken June 25–July 12 shows progress on tenant dividing walls, and staff said permit plan review is underway for Brass Taps, Paris Baguette and Tropical Smoothie so tenant work can begin as the shell is ready.
Staff also reported that plans for Lot 5, the proposed hotel, were submitted last Friday and are in the review queue; some items were missing from the initial submission but staff is processing the plans. Public‑works staff are also carrying out a community development block grant (CDBG) sidewalk improvement project (Alice Place/Hilltop) timed to coordinate with Irvington Place construction; the city is performing some in‑house work to keep costs within CDBG reimbursement rules after contractor bids came back high.
