Warrenton aldermen approve Powell Street water main contract, adopt time‑capsule proclamation; consent agenda passes

Time-capsule proclamation: The board adopted a proclamation supporting the time‑capsule project (Tribute to Veterans Memorial). The motion passed 4–0 by roll call after a motion by Alderman Quarter and a second by Alderman Lang.
Powell Street water main extension contract: The board awarded the Powell Street water main extension contract to Keeley Construction Group, Inc., the low bidder, for $139,800. The public‑works director told the board the bid exceeded the project line item by $28,180; staff recommended reallocating that shortfall from the Well 9 tower‑painting line item and postpone that painting until next year. The ordinance to execute the agreement (Bill No. 44‑25) passed on first and second reading with a 4–0 roll call (Aldermen Lang, Crump, Quarter and Waite voting yes; Schultz and Rollmaker absent).
What was authorized: The contract covers installation of a 12‑inch water main running from the water tower to a bore at the end of Powell Street; Keeley Construction Group is the contractor. City staff indicated the work is time‑sensitive because of concurrent state highway work and to remove aging 2‑ and 4‑inch crossings.
No other formal ordinances were adopted at the meeting. City staff also announced operational and events updates: a fall festival scheduled for Sept. 20, a movie in the park in October, and the city employee summer event; staff said they will publish meeting follow‑up materials and make them available to residents online.
