City Administrator Brandy Walters told the Board that the city was renewing an agreement with Judge Charles W. Billings to serve as a backup judge if the primary municipal judge is unavailable. "Judge Billings is our backup judge in case judge Bierman is unable to make it to municipal court," Walters said at the July 15 meeting, and she said the contract is for one year.
The Board conducted first and second readings for Bill 38‑25, "an ordinance of the city of Warrenton, Missouri authorizing the mayor to execute an agreement with Judge Charles W. Billings," and approved the ordinance on second reading by roll call, 6‑0. No substantive changes to the ordinance text were recorded during the meeting.
Walters presented the contract form and said the agreement would be in the form of the bill under consideration. There was no public comment or debate about the judge's qualifications at the meeting.
