The Harrisonville Board of Aldermen held a public hearing and completed a first reading on a final plat that would replat parcels of Parkwood East and transfer portions of the city‑owned Blueberry Park to adjoining property owners.
City planning staff member Christina summarized the history: the city maintained Blueberry Park for about 53 years, the park board and planning staff now consider it underutilized, and several adjoining owners expressed interest in acquiring portions of the property. Christina told the board that the Planning and Zoning Commission voted 7–0 to recommend approval. "The city's parks and recs department ... has determined that it is, underutilized as a park and no longer needed for park purposes," Christina said.
The public hearing was opened and, with no speakers, closed. The board completed the first reading of Council Bill 55; the ordinance will return for a second reading on Sept. 15.
Separately, the board approved an administrative budget amendment (Council Bill 56) to record surveying costs and other adjustments related to the Blueberry Park relinquishment and to provide budget authority for planned water, sewer and street projects. Jeremy said the amendment "allows for the parks department to have budget for the expense as well as the revenue to it's an offsetting expense," noting that adjoining property owners have agreed to pay their portions of the surveying costs. The budget amendment passed the board and was recorded as Ordinance 3744.
Planning staff and parks officials said there are three possible staff recommendations (approval, conditional approval or disapproval) and that staff recommends approval of the final plat. The board did not vote to adopt the final plat ordinance at second reading during this meeting; the item will return at the next scheduled board meeting for final action.
