Planning commission recommends final plat approval for Meadows at Greenfield eighth plat

The Kearney Planning and Zoning Commission on a 4-0 vote recommended the Board of Aldermen approve the Meadows at Greenfield eighth final plat, authorizing 38 single-family lots on about 22.91 acres and related public improvements.
City planning staff told commissioners that engineering plans for the phase are approved, off-site easements have been executed and recorded, and the phase will include a gravity sanitary sewer that continues through a future phase to an interceptor along Fishing River. Staff said that sewer connection will allow the Greenfield Lift Station to be decommissioned. Steve Sailor, an engineer representing GJM Development, participated online and answered technical questions, staff said.
Staff recommended approval with the following conditions: submit a revised plat if necessary; provide a copy of the DNR land disturbance permit; install and maintain 70 erosion‑control measures throughout construction; payment of the parkland fee per the subdivision agreement (collected with each building permit); submit a maintenance bond and as‑built drawings upon acceptance of public improvements; record the plat and related comments/restrictions within one year of approval; and develop the site in compliance with city codes and payment of fees and taxes.
Commissioners asked about temporary construction connections to Route 33 and whether those would remain; staff said the temporary road used during construction would be removed once Foxtail Drive and Prairie Creek Drive are connected and permanent emergency access established. Staff also said the city is reserving right of way that could support a future roundabout near Meadowbrook Drive.
A motion to recommend the Board of Aldermen approve the final plat carried unanimously. The plat will proceed to the Board of Aldermen for final action.
The commission’s approval was procedural; the formal record and final plat ordinance will be completed and recorded if the Board of Aldermen adopts the recommendation.
