Kearney approves MoDOT agreements and grants to build pathways, complete 19th Street and install interactive radar signs

The Kearney Board of Aldermen voted unanimously to approve agreements with the Missouri Highways and Transportation Commission that will allow the city to install interactive radar speed signs and accept two grants to finish sidewalks and complete a major street upgrade.
Public Works Director Shelly Daniel explained the three items to the board. The MoDOT interactive radar sign agreement grants permission to install two speed feedback signs on State Route 92 between Prospect and Merrimack; the signs were purchased with police grant funding and will be relocated from Meadowbrook Drive and Nineteenth Street to the final locations on Route 92.
The board also approved a $1.5 million Transportation Alternatives Program (TAP) grant to finish the Kearney Pathways project. Daniel said TAP funding will pay for sidewalks on Jefferson (State Route 33) from Donald to Major Street; on State Route 92 from Porter Ridge to Clear Creek Drive; and on Regency Drive from Nineteenth Street to the existing sidewalks on the north end. Daniel told the board these last three sidewalk segments complete the voter-approved pathway map.
Separately, the Board approved a $4.2 million Surface Transportation Block Grant (STBG) to complete the Nineteenth Street Complete Street project. Daniel described the Nineteenth Street work as starting near the pickleball courts and continuing west to Watson Drive and the Paddock Drive area. The project materials and motions were presented and moved forward without further amendment.
All three ordinances were read on first and second readings and passed on unanimous roll calls. The agreements will allow staff to finalize engineering, move into procurement and schedule construction in coordination with MoDOT requirements and project timelines.
