Greene County commissioners on July 17 approved a set of budget transfers to cover continuing payments for county water following a delayed startup of the new water plant, and authorized advancing $2,800,000 into a fund for the Hilltop Wellfield project pending a later loan.

County staff told the board that the county had expected its water plant to come online earlier in 2025 but the start was delayed, so the county continues to make utility payments to Montgomery County and the city of Dayton. “Because we were delayed getting online, we’re still making those payments. So we have to appropriate some additional monies,” the staff member said during the meeting.

In a separate but related series of transfers, staff said the county will advance $2,800,000 into a fund for the Hilltop Wellfield and later reimburse that advance with loan proceeds. "We’re gonna advance some money into the fund, that we will later get a loan for, and then we put it in a professional services line," the staff member said.

A motion to approve the transfers passed by voice vote. Commissioners recorded “Aye” for the roll call recorded in the transcript for the motion to approve transfers.

The record did not specify the loan source or the timetable for the Hilltop Wellfield financing; staff described the advance as a temporary bookkeeping step to place funds where they are needed for project work.
