County moves forward on wastewater, roof and equipment buys; re-advertises one state-funded renovation

The Greene County Board of Commissioners on Aug. 14 authorized multiple public-works procurement steps: advertising bids for replacement of the main bar screen and a primary clarifier transfer line at the Beavercreek Wastewater Treatment Plant; awarding a roof replacement contract for the Sugar Creek Wastewater Treatment Plant; and approving the purchase of a new wood chipper for the county engineer.
County staff said the Beavercreek authorization is to advertise project 22401SBS for a main bar screen replacement and a primary clarifier transfer line replacement. "This 1 goes directly in the water system," staff said during the presentation.
For the Sugar Creek wastewater sludge building roof, the county received seven bids; the low bidder withdrew for omissions, and staff recommended awarding the work to HKC Roofing and Sheet Metal for $269,956.
The board also authorized purchase under a Sourcewell contract of a new 2001-model replacement Vermeer wood chipper for $82,909.09; staff said the county will place the old chipper into surplus and sell it via GovDeals after the new machine is in service.
Separately, the board rejected the single bid received for the OhioMeansJobs interior renovation because the bid exceeded the more stringent state procurement threshold tied to the state grant. Staff said the engineer's estimate was about $150,000--$200,000; the single bid was well over the allowed percentage; the county must follow the state requirement and re-advertise.
Commissioners approved the advertising authorization, the roof award to HKC Roofing and the wood chipper purchase, and voted to reject and re-advertise the OhioMeansJobs project. The motions carried by recorded ayes from commissioners present.
Staff noted the roof project bids came in below the engineer's earlier estimate of $425,000 and that the contractor HKC's $269,956 bid represents the apparent low responsive bid after withdrawal of an initial lower bidder.
Next steps: Staff will issue bid advertisements for Beavercreek, finalize contract documents for the roof replacement, place the old chipper on GovDeals after receipt of the new unit, and re-advertise the OhioMeansJobs renovation per state procurement rules.
