County accepts multiple grants, reauthorizes reimbursements for hilltop well field project

The Greene County Board of Commissioners on Aug. 14 approved several grant and appropriation actions, including a two-year, $1.2 million grant agreement from the Ohio Department of Children and Youth to fund the Western Ohio Regional Training Center.
County staff said the $1.2 million grant covers building rent and staff salaries for the training center. County staff also asked the board to establish a new non-interest-bearing fund (Fund 2847) to house an OCJS grant to an ACE task force totaling $40,862.28. "It's a non interest bearing fund, to house the OCJS grant to ACE task force in the amount of $40,862.28," county staff explained during the meeting.
Finance staff told the board that several regular transfers — each roughly in the $800,000 range — are appearing on agendas because the county received approximately $7.5 million in reimbursement-based grants from the Ohio Department of Development for the Hilltop well field project. Staff said the reimbursement process requires the county to pay contractors and then submit for state reimbursement, which in turn requires reappropriations when reimbursements are recorded.
Commissioners moved and approved the grant agreement and the new fund and voted to authorize the transfers described by staff. The recorded roll-call votes on the $1.2 million grant were three ayes by the commissioners present.
No dissenting votes or conditions were recorded in the meeting minutes for these actions. The board did not attach new policy conditions to the grants; staff indicated the Hilltop transfers reflect timing of reimbursements rather than newly awarded money.
Background: The board previously applied for and received development grants to fund the Hilltop well field work; staff said the state program reimburses expenses rather than advancing funds, which drives the repeated reappropriation requests.
Looking ahead: County staff will continue to submit contractor invoices for reimbursement and bring regular transfer requests to the board as reimbursements are recorded.
