Carpentersville manager reports truck-enforcement results, Riverfront Park bid date and draft Iron Flats redevelopment agreement

Village Manager Stewart updated trustees on several operational and development items.

Stewart said the police department conducted targeted truck-enforcement operations from mid-June through July that yielded 28 citations for overweight vehicles representing about 430,000 pounds in excess load and about $20,000 in fines; the detail also produced about 44 other vehicle-code petty violations. Stewart thanked police and fire personnel for recent life-saving incidents and said the board will recognize officers and a community service officer at the Aug. 19 meeting.

On projects, Stewart said the bid opening for east-side Riverfront Park construction is scheduled for Aug. 11, and construction remains on track to begin this fall. Stewart also said staff received a draft redevelopment agreement from Horizon for the Iron Flats project and that the draft arrived within the last two hours; staff will review the framework and report back to the board once analysis is complete.

Stewart noted the village received its 11th consecutive Government Finance Officers Association budget award and that department heads have been notified about the FY2026 budget process. He also reported staff are pursuing an intergovernmental agreement to provide building inspection services to Sleepy Hollow and that the village submitted a prospectus for a regional social worker position to be funded initially through the Dundee Township mental health board.

Trustees asked a few clarifying questions and staff said additional details will come in future meetings when formal agreements, bid results or budget proposals are ready for board action.
