Carpentersville approves engineering work for sewer force main abandonment, Lord Avenue design and Kings Road final change order

The Carpentersville Board of Trustees approved three infrastructure actions aimed at repairing failing sewer infrastructure and advancing street reconstruction in Old Town.
Trustees unanimously approved a resolution accepting a phase 2 engineering services agreement with Engineering Enterprises Inc. for $118,005.70 to design abandonment of a portion of the Silverstone sanitary sewer force main. Director Gray told the board that the village experienced two force-main breaks in 2024; a prior analysis found that lining adjacent sanitary sewers and completing lift-station improvements would allow abandonment of about 1.2 miles of an existing failing 10-inch ductile-iron force main. Director Gray said the overall abandonment and lift-station improvements are anticipated to be about a $2.1 million construction project, and that cured-in-place pipelining to reduce excess wet-weather flows will require roughly $1.1 million in construction funds to be included in the FY26 budget.
Trustees also approved a phase 2 design engineering agreement with HR Green, Inc., for $179,007.07 to finish design work on Lord Avenue (Maple Avenue to William Street). Director Gray said the design was 70% complete under an earlier Old Town Phase 1A effort and that the current contract finishes the remaining 30% so the village can bid reconstruction next year. The Lord Avenue project scope includes full roadway reconstruction, replacement or installation of sidewalks, curb and gutter, sanitary sewer and storm sewer (noting there currently are no storm sewers on Lord Avenue), water main work and new lighting.
Separately, trustees approved final change order No. 1 for the Kings Road and Alameda Improvement Project, increasing the final contract by $230,004.74. Director Gray said increases were anticipated in the FY25 budget and the project still finished under the budgeted amount.
All three motions passed by roll call vote. Trustees asked staff about phasing, estimated construction budgets and next steps for contracting; staff said phase 3 of Silverstone will include bidding and construction oversight and that some engineering oversight will be contracted out when construction arrives.
