Lucas County approves multiple contract renewals, equipment purchases and program agreements
Summary
Commissioners approved a suite of routine contracts and purchases including an Oracle software license extension, elevator maintenance, outdoor utility vehicles, juvenile court service agreements, canine standby for Sylvania Township, and other vendor agreements.
At its Sept. 9 meeting, the Lucas County Board of Commissioners approved a range of procurement and contract actions across county departments.
Information services received approval to extend the Oracle guided learning application license for the Oracle HCM Cloud for 12 months (Oct. 2025'Sept. 2026) at an estimated cost not to exceed $112,138, presented by Jason McCoy. Facilities received authorization to enter a three-year elevator maintenance agreement with ThyssenKrupp Elevator Corporation with an annual not-to-exceed amount of $126,141.24; commissioners also approved the purchase of two 2026 John Deere Gators for grounds and snow removal, priced at $28,805.60 and $22,733.11 respectively, using Sourcewell pricing, presented by Jeff Nowak.
Juvenile Court presented two service agreements: an arts/crafting program for families involved with juvenile court and a separate agreement with a behavioral health provider to deliver evaluations, care coordination, medication management, psychotherapy and in-person and telemedicine visits for youth at the Youth Treatment Center; both were approved after presentation by Ellie Simpson.
Canine Care & Control was authorized to renew standby services for Sylvania Township on a three-year basis, presented by Dave Blythe. The Solid Waste Management District obtained a non-financial time-extension amendment (from Sept. 1 to Oct. 31) to an existing contract with a consultant on soil import and surcharge for the proposed MERS site, as presented by Nate Incrot.
Support Services received approval of August 2025 "then and now" purchase order certifications and permission to advertise for a price agreement covering design, printing, postage and mailing services for county needs, presented by Mary Konkle. Workforce Development exercised a second-year renewal option for CCMEP services with Harbor Inc., presented by Burma Stewart. The county also approved a one-year subscription to TVEyes for media monitoring at $1,980 and selected Huntington Capital Markets as the bond underwriting firm for the 2025 debt issuance after recommendations from the county's municipal advisor.
All presented procurement items were approved by roll call votes following the presenters' summaries. The board emphasized routine nature of many items while noting some equipment purchases would support downtown campus operations and snow removal.
