The Public Works Committee reviewed a contract request for pipe lining at Towpath Park in Sagamore Hills Township and approved two small highway easements needed for a Brecksville Road bridge replacement project.
County engineering staff told the committee the pipe-lining work would be paid from a stormwater maintenance fund that collects assessments from residents in subdivisions built after 1983. “This is 1 of the assessed subdivisions, so these are people who live in a subdivision built after 1983. They pay into a stormwater maintenance fund for just the facilities of that subdivision,” Heidi Swindell of the Summit County Engineer’s Office said.
Swindell said the county divides assessed subdivisions into District 1 and District 2 and reviews contributions before larger purchases. She told the committee the county planned to purchase the sewer lining through Ohio Buys, a state cooperative purchasing program, and asked to buy from Able Recon LLC, a vendor under the state contract. “It’s a cooperative purchasing program, and they had a great deal for the sewer lining. So we’re asking to buy it from this vendor who is contracted with the state of Ohio,” Swindell said.
On the separate easement item, the committee approved a resolution authorizing the executive to acquire standard highway easements over a parcel in the village of Richfield for the Brecksville Road bridge replacement. The county said the two small easements cross park-owned land and that the Summit County Park Board had approved the request a few weeks earlier. The county stated the total payment for the easements would not exceed $600. Councilmember Smith moved the easement resolution; the committee adopted it with voice vote, “Aye.”
The drainage pipe-lining request was presented and committee members asked questions; the record does not show the final vote on that specific contract in the transcript segments provided. Swindell said the county could increase the subdivision assessment in the future if the fund needed additional revenue.
The committee declared both matters emergency legislation when introduced and staff answered procedural questions about funding sources and cooperative purchasing.
