Butler County to study consolidation and relocation options for area courts after single RFP response

Hamilton — Butler County commissioners directed staff on Aug. 26 to evaluate a potential consolidation and relocation of some area courts after the county received one response to a request for proposals to house Area 1 and Area 2 courts.

County administration said the single response is for space in the City of Hamilton and that staff are evaluating it for consistency with the RFP and for compliance with standards. “It appears that it does, and so we would be working with, having discussions with the city and then also Area 1 and 2 courts in bringing that decision to the commissioners,” the administrator said.

Why it matters: Consolidating courts could change courthouse operations, prisoner transport, security needs and where litigants and attorneys access court services.

Commissioners discussed whether Area 3 should be part of any consolidation. Administration said the board had not yet given direction or authority to pursue full consolidation for all three area courts and that study of building space and sequencing would inform future decisions. “This is the future. This is not anything that’s gonna happen in the next three or four years,” one commissioner said.

Commissioners also discussed practical considerations, including using shared prisoner elevators and security systems if courts are co‑located with common police court areas. Administrator Boyco said she would present an alternative phasing plan that would analyze space needs in the Administration Building and other county facilities and then return to the board with recommendations.

There was no formal resolution adopting consolidation at the Aug. 26 meeting; commissioners approved a motion to direct staff to evaluate the RFP response and report back, and they approved consent items that include lease authority actions in the consent agenda.
