The Victoria County Commissioners Court approved executed agreements for the Victoria County inpatient mental health facility construction project tied to an HHSC grant and rejected competing proposals.
John (county staff) introduced the agenda item as the project associated with HHSC grant agreement contract 0014369Quadruple04 and asked the court to consider four related actions: receive the executed agreement with Square 1 Consultants for owner—s representative services, reject other RFQ responses for owner—s representative services (RFQ 2024-01), receive the executed agreement with Small Glass Construction for design-build services, and reject other RFP responses for design-build services (RFP 2024-014).
Madison (county staff) told the court the county had worked with Square 1 and Small Glass through the development process and recommended the court approve all four parts of the item. After a second, Madison said, "upon execution of this, within about 30 days, we should receive a drop of about 20,000,000," and that a second disbursement of about $16,000,000 would follow once the project reaches 50% of construction.
The court approved the motion to accept the agreements and reject the other proposals with a voice vote recorded as "aye" and the motion approved.
Ending: County staff said the timing of grant disbursements will help fund the construction phase; the court approved the agreements to allow work to continue.
