County receives geotechnical study and schedules HHSC kickoff on mental health facility; contractor invoices noted

Victoria County Commissioners Court received an executed geotechnical engineering proposal from Burge Engineering and Associates for the county’s mental health facility project in the amount of $13,000 and approved receiving the executed proposal. John (County Judge) explained the soils engineering contract was one of three proposals reviewed and that the county executed the contract to move the project forward.
During citizens communication, a county staff member reported that the court had previously approved contracts with Square 1 and Spall Glass and that the first invoices had been authorized and signed: Square 1 for $139,939.93 and Spall Glass for $502,135.13. The staff member said those were the first payments under that agreement and brought the payments to the court’s attention.
After closed session, county staff also announced a kickoff meeting with the Health and Human Services commission regarding a $40,000,000 contract for the mental health project. Staff said the kickoff meeting was scheduled for the following day.
The court received the Burge Engineering agreement by motion and approved it; payments noted for Square 1 and Spall Glass were presented to the court as executed invoices. No further contractual approvals or changes to the project budget were made on the record during the meeting.
