Court approves $1.165 million fronting for Victoria Regional Airport schematic design and parking-lot work; FAA reimbursement expected

Victoria County commissioners authorized dedicating $1,165,000 in county funds to advance preliminary engineering and schematic design for runway and taxiway work at Victoria Regional Airport and to finance design and early work on terminal parking-lot improvements, with the county to seek reimbursement from the Federal Aviation Administration.
Lenny, a county airport staff member, told the court, “They had made $1,165,000 available for the design and also involves the construction and, reimbursement for the design of the parking lots for the terminal, parking lots.” He said the amount is an estimate and that the FAA will adjust grant funding after bids are received; the FAA typically reimburses a high percentage of eligible costs and Lenny told the court the reimbursement for similar work has been about 90%.
Lenny said about $850,000 of the $1.165 million is attributable to the runway/taxiway design, with the remainder to cover parking-lot design and associated work. He described the 30% preliminary engineering report (PER) as the stage that identifies reconstruction options and recommended solutions for the runway and taxiways and said the county will advertise bids on the parking-lot rehabilitation once design is complete. The parking-lot work will reconstruct three lots totaling roughly 50,000 square feet and will replace a collapsed drainage pipe under an access road with concrete and a metal grate to prevent future collapse.
The court also authorized the county to advertise an invitation for bids for the parking-lot rehabilitation. Lenny said if bids exceed the FAA estimate, the FAA may increase the grant to cover the difference; if bids are lower, the final grant number will be adjusted accordingly. He noted that concrete surfaces could be considered but the FAA may not fund full concrete; the county could pay the differential if it wanted a higher-spec finish.
Separately, the court received for the record an executed electrical utility easement from AEP to service the airfield lighting vault; staff said the document was reformatted for recording and will be placed in the official public record.
All airport-related motions—dedicating funds for design, authorizing solicitation of bids, and receiving the recorded easement—were approved by the court.
