Victoria County on July 7 authorized publication of a request for proposals (RFP) to solicit firms for self‑funded health plan administration and reinsurance services for the county’s group medical plan, setting a deadline of Aug. 7 for proposals and an evaluation period in September.

County staff described a two‑stage distribution process: respondents will first answer screening questionnaires before receiving the full RFP packet. The notice will run in the local paper on Sunday, July 13 and again on July 20, staff said. Proposals are due Aug. 7, after which the insurance committee will review submissions and the court expects to award a contract in September for the plan year beginning 2026.

Staff and one commissioner emphasized the importance of competitive procurement for the self‑funded plan because it affects county budget and employee benefits. A commissioner said the step was “a big step, and hopefully, we can have a good outcome,” and the court approved the notice to advertise by motion and voice vote.

The county did not release the RFP evaluation criteria in the meeting discussion; staff said respondents would be screened for qualifications before receiving the full packet. No contract awards were made at the meeting.
