The Commissioners Court on April 29 authorized parameters for issuing three categories of county debt — unlimited‑tax road bonds, permanent improvement bonds and certificates of obligation — and signaled intent to proceed with a planned sale pending market conditions.
Planning & Budget staff told the court the county retained AAA ratings from Standard & Poor’s and Moody’s, a designation carried by only a small number of U.S. counties. The parameters approved by the court set not‑to‑exceed principal amounts of $7,170,000 for unlimited‑tax road bonds, $53,995,000 for permanent improvement bonds and $93,795,000 for certificates of obligation, with maturity limits and maximum interest rates outlined in the court order. Staff said the county aimed to sell bonds on May 6, subject to market conditions and advice from the county’s financial advisor.
Budget Office staff also said interest‑rate modeling indicated an expected rate modestly below prior estimates; staff recommended proceeding but preserved the right to delay issuance if market volatility made the sale less favorable. The court approved the issuance parameters unanimously; staff said they would report back with final sale results and the winning bidders after the transaction.
The items do not change the amounts of voter‑approved bonds previously approved by voters and reflected in the county’s capital plan; the action authorized staff to execute required documents and official statements and to finalize sale logistics within the ordered parameters.
