County commissioners approved a resolution to accept $2,500,000 in state financial assistance routed through the Texas Department of Transportation to advance engineering and design of the Victoria Regional Airport terminal building. Lenny, speaking to the court, described the resolution as “step number 1” to secure the money and said TxDOT Aviation will convert the allocation into a 90/10 grant that increases the available project amount to about $2,770,000. Lenny told the court the county’s negotiators and an independent fee estimate put the likely contract amount “2.7 and change,” and he warned that any contract costs above the $2.5 million reimbursement cap would be 100% local responsibility. The court approved the resolution. Lenny said he expected a design contract to be placed on a future agenda and said the grant will be a reimbursement-style award, with TxDOT Aviation requiring invoices for drawdowns. On a related airport infrastructure item, the court approved two change orders for the Taxiway Charlie relocation project. County staff said an AEP electrical connection to the new vault added $44,814 to costs, and an inadvertent shallow-buried electrical line required additional contractor work. One change-order amount noted in the meeting was $909,392.46; county staff said those costs will be treated as part of the federal 90/10 grant and consolidated at project closeout, with federal funds covering 90% and the county the 10% local match. Airport staff also reported that the main runway is scheduled to reopen at noon on Friday after painting and marking work, while the taxiway portion under construction will remain closed until associated painting and signs are completed. The county also reported work beginning on a parking-lot project expected to take roughly 90 days and said terminal grant NOFO timing is still pending.
