The Commissioners Court on April 29 approved a transfer of $202,605 to fund a one‑time, 3% compensation increase for Community Supervision and Corrections Department (CSCD) employees covering April 1 through Sept. 30, 2025, with conditions tying the funding to collaborative training and program improvements led by the county’s Innovative Justice and Program Analysis (IJPA) office.
The motion — offered by Commissioner Shea and seconded by Commissioner Trevillion — directed CSCD to receive IJPA support on training, program enhancements and outcome measurement. The court required an expected update on implemented benefits before considering any FY2026 one‑time compensation request for CSCD. Commissioners Shea, Trevillion, Howard and Judge Andy Brown voted in favor; Commissioner Gomez abstained from the vote.
Director Rodolfo Perez and IJPA County Executive Dr. Ben Warmer presented earlier briefings about longer‑term collaboration: CSCD fits within the sequential intercept model and provides pretrial supervision, probation supervision, clinical assessments and treatment referrals. The agencies said they will pursue coordinated data sharing and evidence‑based risk‑need‑responsivity approaches to align supervision and reentry supports and improve outcomes.
County staff said the November 2024 portion of the earmark had already been transferred; the April 29 action covered the remaining earmarked funds for the one‑time payment this fiscal year, subject to IJPA’s role in training and measuring program outcomes. The court approved the transfer and the collaborative condition.
