Travis County Commissioners Court on May 13 appointed seven at‑large members to the Compensation Committee, approved functional‑seat nominations proposed by county executives and elected officials, and adopted a formal compensation‑appeal process for market salary survey placements.
Victoria Ramirez, chair of the Compensation Committee, said HR received 89 countywide applications and the committee provided its top recommendations. Commissioner Trevillian moved to appoint Derek Norris (TNR road and maintenance lead), Willie Gildart (HHS carpenter), Michelle Alcantar (HHS caseworker), Michael Chang (PBO business consultant), Brianne Miller (Sheriff's Office 911 call supervisor), Jenny Moreno (Tax Office supervisor) and Iris Sotheby (IJPA financial analyst). The court approved the appointments unanimously and later approved proposed functional‑seat members recommended by county executives.
Todd Osborne, assistant director of Total Rewards in HRMD, and Chief Human Resources Officer Dr. June Mighty presented a draft standard operating procedure to formalize the previously ad‑hoc appeal process for market‑study placement disagreements. The proposed process allows division directors or department heads to request a meeting with HRMD, then to submit an appeal form within 10 days of that meeting; HRMD will document timelines and track appeals, with the intent of resolving disputes before bringing final recommendations to the court. Dr. Mighty said the aim is to standardize practices that have been handled informally in prior years.
The court approved the appeal process and HR staff said they will schedule meetings and anticipate returning with final HR benchmark recommendations no later than the week of July 15, 2025. Commissioners said they plan to fit appeal hearings into court calendar and work sessions as needed.
Action: motions to appoint members and to adopt the formal compensation appeal process passed unanimously.
