Travis County Commissioners Court voted unanimously on May 13 to create and fund a new healthcare data analyst position within Health and Human Services (HHS) to support analysis of Central Health materials and other health‑system data the court needs to review.
Pilar Sanchez, County Executive for HHS, described the planned new division (Health Planning and Partnerships) and said the county needs a staff member with health‑sector data and payer‑system experience to brief the court and support interagency analysis. Anna (listed in the presentation as the new division director for Health Planning and Partnerships) told the court the county “didn't have someone that understands the nuances and some of the legal requirements,” and that the analyst would brief the court and subcommittee on a bimonthly or quarterly cadence as needed.
Michelle Circa of the Planning and Budget Office said standard budgeting practice is to add mid‑year positions only for emergencies or if the position cannot be delayed without significant public impact. PBO recommended using HHS vacancy savings to fund the position for the remainder of FY25 and budgeting the position in FY26. Circa noted a related HHS reclassification item would come to the court the following week and that HHS is seeking to fund several internal changes with existing resources when possible.
Action: a motion to approve creation and funding of the HHS healthcare data analyst position carried unanimously. The court recorded no specific salary line in open session but the budget amendment included a cost estimate in the backup materials; staff said the FY25 remainder would be funded from HHS salary savings and the position would be added to the FY26 budget at the actual hired rate.
The court and staff discussed coordinating the analyst’s work with Innovative Justice and Program Analysis (IJPA) data efforts for diversion‑center evaluation and other cross‑departmental analyses.
