Commissioners approve settlement tied to Mirasol Springs development, authorize county attorney to sign

Travis County Commissioners Court voted unanimously on May 13 to approve a settlement agreement addressing groundwater, wastewater, surface water, land‑use and water‑availability issues connected to the proposed Mirasol Springs development and to authorize the Travis County Attorney to sign a finalized agreement.

The motion to approve the settlement was made by Commissioner Howard and seconded by Commissioner Shea following executive‑session briefings. Commissioners voted aloud; the motion passed unanimously.

During the public return from executive session, Commissioner Howard praised the work of county staff, outside counsel and community advocates in negotiating protections that he said provide a long‑term partnership to safeguard spring flow into Hamilton Pool and water access for downstream areas. Jim Truitt of Mirasol Capital, speaking for the developer, thanked the court and staff and described the outcome as protective of Hamilton Pool and a basis for a working relationship with the county.

Court members emphasized the conservation importance of the area and noted the role of university and community technical experts in the discussions. Commissioners and speakers said the agreement addresses multiple regulatory processes; the meeting posting cites consultations about applications submitted to the Southwestern Travis County Groundwater Conservation District, the Hays‑Trinity Groundwater Conservation District and the Texas Commission on Environmental Quality, and referenced a service extension request to the West Travis County Public Utility Agency.

Action: the court approved the settlement agreement as discussed in executive session and authorized the Travis County Attorney to sign the finalized agreement. The motion passed unanimously.
