The TCC Hill Country Development Corporation on June 17 approved a resolution authorizing the corporation’s participation in construction of the Enclave on Easton Park Apartments, a multifamily workforce housing development in the northwest quadrant of East William Cannon Drive and U.S. Highway 183.
Christy Moffett, assistant secretary for the Travis County corporations, presented the matter and said the project previously received preliminary approvals. The development will total 339 one‑, two‑ and three‑bedroom units, with 102 units restricted at 60% of area median income (AMI) and below, 71 units restricted at 80% AMI and below, and 166 units restricted at or below 125% AMI. Moffett said the project is in the Pilot Knob area.
Commissioner questions about the duration of tax‑exemption or ground‑lease terms were addressed by Megan Ramos, financial adviser with Hilltop Securities, who said the site will be a 99‑year ground lease so long as the housing finance corporation remains involved in land ownership and partnership. Commissioners noted concerns from affordable‑housing advocates that 80% AMI is effectively market rate in some analyses and said they preferred stronger long‑term affordability where feasible.
The corporation voted to approve the construction‑document resolution; the motion was moved by Commissioner Gomez and seconded by Commissioner Trevillian and passed unanimously.
