Callahan County holds public budget hearing, delays approval until next meeting

Callahan County Commissioners Court opened a public hearing on the proposed 2025–26 budget at 8:30 a.m. Aug. 25 and reviewed several technical adjustments, but the court did not vote on adoption and adjourned at 8:36 a.m.
County finance staffer Sandra, who prepared the budget materials for the court, summarized the changes and noted the key adjustments for commissioners. “I sent you an email yesterday, I think, with, all of the changes,” Sandra said, adding she had flagged lines that changed since the public budget workshop the prior week.
The county identified several specific changes: a new $5,000 line item for an organization listed as Cornerstone; corrections in the grant fund related to Senate Bill 22 that required matching sheriff’s office equipment expenses to available grant revenue and an additional county attorney position; an increase in the planned use of fund balance (with staff saying they do not anticipate using the full amount); and allocation of construction fund bond proceeds to the county annex project. Sandra also noted part-time justice of the peace (JP) positions “looked a little off,” confirming a JP Precinct 1 part-time position was set at 10 hours per week and that JP Precinct 4 has a part-time assistant.
The budget cover sheet included with the packet summarized the revenue changes for publication, noting the county expects $631,000 in new property added to the tax roll to contribute to increased revenue for the coming year and compared current and proposed tax rates. The cover sheet is the summary the county will publish in the newspaper, Sandra said.
On the general fund, staff presented a balanced budget for the precincts; the restricted fund was budgeted for a surplus, which staff said is typical because those funds often carry forward into subsequent years. Sandra also said elected-official salary changes included in the packet would come before the court later for approval.
No formal motion to adopt the budget was made during the hearing. After the budget review concluded, Commissioner Windham moved to adjourn; Commissioner Gowon seconded, and the court voted to adjourn. The presiding officer closed the hearing at 8:36 a.m.
The court did not take further actions on the budget during the Aug. 25 hearing. Staff indicated the cover sheet and other materials will be distributed to the appropriate recipients after the court takes formal action at a later meeting.
