Good morning. Callahan County Commissioners Court has come to order for the, public hearing. It is August 25 at 08:30AM. All commissioners are present. The only item that is to be discussed at this point is the budget, here the hearing on the our public hearing on the 26 25, 26 budget.
Sandra, staff member, summarized changes to the draft budget and supporting documents and identified several specific line-item adjustments. "So, the first item was, based on the discussion that you'll have, the the allocation for Cornerstone at $5,000," she said, and described an increase to the amount planned to be taken from fund balance "although I don't anticipate that we'll have to take all of that out, to balance that." She said she adjusted grant-fund line items tied to "the senate bill 22," moved remaining amounts into sheriff's office equipment to match grant revenue and accounted for an "extra position" for the county attorney.
Sandra also detailed corrections to part-time positions in the justice of the peace precincts, saying JP Precinct 1's part-time position was adjusted to 10 hours a week and JP Precinct 4's assistant position was checked for accuracy. On capital spending, she said the construction fund differences were assigned to the annex project and identified that bond proceeds are expected to fund that work. She noted the packet includes a budget cover sheet that will be published with the budget and summarized by saying about $631,000 of new revenue comes from property newly added to the tax roll. "Looks like that is what gets published with the budget... 631,000 of it comes from new property added to the tax roll," she said.
The court did not vote on or adopt the budget during the hearing. The presiding officer said the adoption would come later in the agenda and closed the public portion of the hearing. A motion to adjourn was made and seconded; Commissioner Windham moved to adjourn and Commissioner Gowon seconded. "All in favor say aye," the presiding officer said. "Aye. None opposed. Meeting is adjourned at 08:36."
Why this matters: The hearing reviewed adjustments that affect sheriff's office equipment, an additional county attorney position, part-time hours in two JP precincts, a $5,000 allocation to Cornerstone, and the planned use of bond proceeds for an annex project. These items affect county spending levels and where the county will allocate funds if the budget is later adopted.
Background and next steps: Sandra said elected-official salary changes remain on the agenda for later formal approval. No formal budget adoption or vote occurred at the hearing; the court adjourned after the presentation and will return to take formal action at a later point in the meeting process.
