City manager updates council on bridge, pump and sidewalk projects; public master‑plan meeting set for Aug. 21

On the Rock and Pillar Street Bridge Project, staff said surveying and engineering work is under way and that engineers are reviewing past drainage studies. The presenter said the plan under consideration includes straightening a creek to remove 90‑degree turns that are causing erosion and damage. "Hopefully, we can eliminate flooding by straightening the creek and thereby eliminating the 90 degree turns that cause erosion and damage," the presenter said. Councilmembers asked whether straightening the creek could increase downstream flows; staff responded that downstream culverts are TxDOT‑built concrete structures and said they did not expect additional private‑property flooding under normal rain events.
Staff also reported they are reviewing proposals from two engineering firms to install a new raw‑water pump at the lake in response to the Texas Commission on Environmental Quality (TCEQ) prompt requirement; staff said the city had notified TCEQ that proposals were under review. On the electric substation project, staff said the contractor's engineers failed to order a required switch last winter, delaying the project; staff said testing and commissioning would follow once the switch arrives and that the unit may be in use around November.
Two construction items were highlighted: the Texas Department of Agriculture has approved including the Smythe Street water line from Montec to Wise for sidewalk work, and a contractor change order has been signed so mobilization should begin the following week. Staff cautioned there will be localized traffic impacts while work proceeds.
Finally, staff announced a public meeting on Thursday, Aug. 21 at 6 p.m. in the community center East Hall to gather ideas for the city’s master plan project.
