City staff explained that the contract with Waste Connections permits an annual CPI-based rate adjustment and that the council's vote was "housekeeping" because the increase would take effect under the contract whether the council formally accepted it or not. The manager said the increase is "a little over a half a percent or point, 59%" compared with larger increases in prior years and that the change translates to about a 10-cent monthly increase for a residential polycart.
Council members asked about the contract length; staff said it is a 20-year contract and that the city is in its seventh year. A member of the public compared the city's polycart price to charges outside the city; the manager said the current $17.19 rate becomes $17.29 under the adjustment.
The council voted by roll call; members recorded "aye," and the motion to accept the CPI adjustment was approved.
