A speaker for the airport project told the council the federal IIJA appropriation flows through the FAA to the state and TxDOT’s aviation program and that TxDOT staff expressed concern the funds could be reallocated if the city does not request them now. The presenter said there is currently $426,000 reserved for the project and that the grant terms are a 95/5 match, which would make the city’s share approximately $22,000.
The presenter described the work as a comprehensive update, including aerial surveys and documentation of airport facilities and approaches. "If you do not have an updated plan, they have a right to refuse you any future funding," the presenter said, explaining that master‑plan updates are normally done roughly every 10 years and Bowie’s plan is overdue.
