GALVA — The county and the City of Galva will move forward with a joint pavement project on Main Street after the Board of County Commissioners approved a contract extension with APAC on Thursday.
Dave Montbliss, public works director, asked the commissioners to sign a contract the City of Galva had already executed. The work covers the stretch from U.S. Highway 56 to Northview Road and will include milling, patching and overlay; under the agreement the county is responsible for the two center lanes while the city will pay to resurface the two outside lanes.
Montbliss said the cooperating schedule and single contractor will produce efficiencies and that APAC had provided the county and the city a competitive proposal. The packet presented to the board included two options: Option 1 (milling, patching and overlay from US‑56 to the railroad tracks) and Option 2 (the railroad tracks through Northview Road). The meeting record lists Option 2 at $113,911 and mobilization at $28,500; the motion referenced a combined not‑to‑exceed figure of $316,003 for the county’s portion as presented to the board. Montbliss said the City of Galva has local funds for its portion and will pay its share.
Commissioners voted to authorize signatures on the APAC contract for Options 1 and 2 along with mobilization; the motion passed by voice vote. Montbliss said weather could push the start from mid‑October into spring if wet conditions persist.
The county will perform inspection and coordinate the project while APAC performs the construction. Montbliss noted the contractor will likely keep millings for asphalt mix reuse rather than returning them to the county or city.
