The Conway City Council approved a conditional‑use permit to permit a religious facility at 4595 Prince Street, the council record shows, following a unanimous planning commission recommendation and a list of conditions the applicant agreed to meet. City staff reported the planning commission voted unanimously to forward the permit with nine conditions. Staff asked council to note condition 8 and 9: the planning commission extended the usual 18‑month initiation period (the time in which the permitted use must begin) to allow the congregation additional time to complete fundraising and preparations. Reverend Lyle Rupert appeared as a representative of the applicant and told council the congregation accepted the nine conditions the commission placed on the permit. The council approved the conditional use permit by a recorded voice vote of 6‑0.
