Planning staff told council the lot south of Shady Grove Road has been used as a paved parking area for more than 20 years and that the planning commission unanimously recommended approval (8‑0) with no public comment at the planning hearing. Staff recommended adding one additional condition to the resolution to clarify that food‑truck signs must be temporary and may not be permanent or flashing.
Council discussed whether the requested truck would replace an existing vendor and confirmed that only one mobile vending unit may operate at the location because city regulations require approximately 1,320 feet separation between mobile vendors. Staff said the vendor had operated on the site temporarily while the conditional‑use process progressed and that mobile vending for three hours or less does not require a conditional use, but does not meet the intent for a stationary, recurring location.
