Council members said the work had been performed as an emergency response in freezing temperatures and that, while the city should seek competitive bids for large repairs, it was appropriate to pay this particular bill.
Council also directed staff to put HVAC maintenance out for bid and to consider a regular service agreement to ensure routine filter changes and preventive maintenance. Members discussed that some units have permanent washable filters requiring monthly service, while other units may need replacement parts and warranties tied to new installations.
Decision: By voice vote the council approved paying the outstanding bill and asked staff to develop a bidding/contracting plan for future HVAC service and filter maintenance across city facilities. Staff said they would communicate with local vendors and prepare a request for proposals or service agreement template.
