Kennett City staff told the council on July 2 they will increase public messaging and enforcement after repeated complaints about grass clippings left in gutters and storm drains.
Gerald, a city street-department staff member, said grass clippings pushed into gutters plug drains after heavy rain. “Don't do that because that would go down the drain, then the storm just close up the plugs up the drain,” Gerald said, explaining the clippings cause blockages and generate complaints.
Staff described the typical enforcement process under property-maintenance rules: officials issue a warning and allow seven days for cleanup before issuing a citation if the problem persists. A council member said staff had previously discussed an ordinance to allow citations for commercial mowing contractors who repeatedly deposit clippings into drains; staff said a proposed ordinance had been drafted but not completed and that staff will follow up.
The city will issue friendly reminders via the radio and newspaper and explore targeted enforcement for commercial operators if necessary. Staff said the street department will clean clogged drains but urged resident cooperation to reduce repeated work and public complaints.
