Kennett City administrator outlines year-end budget summary, cites museum donation and lawsuit settlement

City Administrator Steve presented a new monthly budget-summary format and highlighted end-of-year figures showing near-100% spending in some funds; he said the general administration fund exceeded budget because of a $22,000 museum payment, a $25,000 lawsuit settlement and roughly $12,000 in HVAC work.
Kennett City Administrator Steve told the City Council on July 2 that he has prepared a monthly budget-summary book for each council member to make it easier to spot line items that fall out of alignment as the 2025–26 fiscal year begins.
Steve said the summary will show monthly and year-to-date percentages and will be distributed at the first council meeting after each month ends. "On the first council meeting after the end of the month, I will give you a summary for what happened that month," he said.
The administrator walked members through several year-end details. The city has nine funds; Steve said the street department was at about 98% of its budget at fiscal year end. He called attention to the general administration fund, which showed 103% spending because of three unbudgeted items: a $22,000 payment to the museum, a $25,000 lawsuit settlement and roughly $12,000 for HVAC repairs in city facilities. Steve said those expenditures were paid from the city’s fund balance. “We have about $400,000 in that checking account,” he said, adding that the monthly cash burn to cover payroll and routine bills is about $200,000.
Steve said he will track line items weekly and meet individually with council members to review their assigned job numbers. The intention is to give the council timely warning if a fund is trending over budget so members can inspect the detailed line items behind any variance.
