Council approves three SROs under new MOU with Excelsior Springs School District

The Excelsior Springs City Council on June 30 approved a memorandum of understanding with Excelsior Springs School District No. 40 to fund three school resource officer positions for the 2025–26 school year.
Police Chief Greg Dole told the council the school board approved the new MOU June 24 and described the primary change as a rise in the district’s total cost limit from $175,000 to $195,000. “That increased cost [is] associated with the increased salary benefits to the officers as well as an increase in the number of requests from the school district for SROs to provide coverage,” Dole said.
The council took the ordinance to second reading and then voted to approve it by roll call. Council members voting yes were Councilman McGovern, Councilman Speer, Councilman Rainey, Mayor Pro Tem St. John and Mayor Spahn; no nays or abstentions were recorded.
The MOU covers the 2025–26 school year and continues an existing partnership between the city police department and the school district. The council did not discuss further operational details such as daily SRO assignments, specific school coverage schedules or reporting requirements during the meeting.
Copies of the MOU were included in the council packets and the school district approved the agreement on June 24, according to Chief Dole. The ordinance for the MOU was filed as Ordinance No. 25-06-04 and was approved at second reading the same day.
