Council approves payment processor for new permitting software ahead of planned go-live

The council approved Resolution 1607 on Sept. 2 to authorize a payment-processing agreement with CSG Forte Payments Inc., which will allow the city's new permitting software to accept online payments as part of final testing and planned go-live this month. Mallory Brown, community development director, told the council the processor will handle card payments (excluding American Express initially) and can accept ACH in the future although ACH will not be activated at launch.
Brown said the software will streamline permit application, review and business-license processes and that staff will perform end-to-end testing using test payments before going live. Council members discussed the possibility of expanding electronic payments to other city transactions (for example, bulky-item drop-offs) to reduce cash handling; Brown said those uses depend on software integrations with other city systems and noted that electronic payments carry transaction fees that either the city or the payer must cover.
The resolution passed on a unanimous roll-call vote; the city will complete testing and activate payments for licensing and permitting services, with finance handling reconciliation and account coding.
