The Excelsior Springs City Council on Sept. 2 adopted mission statements from the Public Safety Sales Tax Oversight Committee to guide use of three funding streams: the public safety sales tax, the marijuana sales tax and opioid settlement proceeds. Jesse Hall, representing the oversight committee, presented the statements and said the language tracks ballot language and settlement terms to remove ambiguity about permissible uses.
Jesse Hall described the committee's work to align the missions with voter intent and court guidance for the opioid settlement. Mayor Spahn and Councilman McGovern praised the committee and its work; Spahn said the final drafts remove ambiguity about allowable expenditures. The council approved Resolution 1601 by roll call vote; all council members present voted yes.
The council took no further amendments during the meeting. The mission statements will guide the oversight committee's advice to the council about allowable projects and expenditures from the three funds.
