The council voted to adopt bill number 6503, approving a minor subdivision known as Ludlow Estate to split 0.94 acres at 3433 Ludlow Avenue into two lots in an R-4 single-family dwelling district. The motion to adopt the ordinance was moved and seconded and passed by roll call.
Planning staff explained that because the rear lot lacks street frontage, the subdivision regulations require a 30-foot-wide easement extending to the back lot; the plat includes that easement. Staff also said building-permit review will require a minimum 10-foot-wide driveway to the rear house, and the fire district and other utilities are notified during final plat and permit reviews. Council member Luke raised neighbor concerns about stormwater runoff; the assistant city engineer (Bridal Peterson) confirmed grading and stormwater measures will be reviewed as part of building permits and site development checks.
The clerk recorded ayes from seven members and the ordinance became 25-26. Council discussion emphasized that required easements and permit reviews would govern driveway access, grading and stormwater control before any construction.
