Property owner asks council to replace concrete after sewer work, cites basement water intrusion

Biggers described the new drain as shallow and expressed concern it will not handle the volume of runoff; he asked the council to inspect the site and consider restoring the concrete surface because his property is commercial and not a residential green area.
