Yellowstone County sheriff swears in four new deputies

The Yellowstone County sheriff swore in four new deputies at the start of the Board of County Commissioners meeting on Tuesday, Jan. 14, 2025. The ceremony, held in the commission chambers, preceded the regular consent and agenda business.
The oath was administered to James Waller, Kyra Dolbert, Nathan Shug and Steven Caden. During brief remarks before the swearing, the sheriff introduced each new deputy’s background: Dolbert previously served four years as a detention officer at the Yellowstone County Detention Facility, including three years as a field training officer, and graduated with honors with a bachelor’s degree in criminal justice; Shug grew up in Billings, completed college in Phoenix, Arizona, taught school for three years and served with the Phoenix Police Department for nearly 12 years; Waller worked in emergency medical services, most recently as a paramedic supervisor with AMR; and Caden has family ties to long service in the sheriff’s office.
After the oath, the sheriff presented badges and invited family for photographs. Lieutenant (ret.) Caden — identified in the meeting as the grandfather of Steven Caden — made a brief, on-stage presentation of a 51-year-old ID case to his grandson as a family memento.
The swearing-in was ceremonial; no formal commission action was required. The meeting then moved on to the posted consent agenda and regular business.
